Following the Lok Sabha, the Rajya Sabha has also approved the Anti-Paper Leak Amendment Bill, which provides for imprisonment of up to 10 years and a fine of up to ₹50 lakh for leaking question papers. Following the passage of this bill, Prime Minister Narendra Modi released a selfie video, describing it as a major step toward restoring credibility to the examination system and assuring strict action against the paper mafia.
Commenting on the Prime Minister’s video, Abhijit Dipke, founder of the Cockroach Janata Party (CJP), took a jibe at his skin complexion, writing, “Your skin is brighter than the country’s future.” Earlier, the CJP and its spokesperson Ashutosh Ranka had criticized the bill, arguing that the government is merely focusing on punishments after leaks occur, while ignoring the necessary structural reforms and transparency in the NTA (National Testing Agency) to prevent leaks in the first place.
On the other hand, Union Minister for Personnel Jitendra Singh stated in Parliament that this law would restore students’ confidence. He clarified that most paper leak cases pertain to examinations conducted by state agencies, in which the NTA plays no role. Notably, this strict bill was introduced following nationwide student protests and the resignation of Education Minister Dharmendra Pradhan (after which Pralhad Joshi took charge).
