Chhattisgarh’s Vishnu Dev Sai government prepares toughest-ever law against exam irregularities and cheating gangs in govt recruitment/professional exams. ‘Prevention of Unfair Means Bill, 2026’ to be tabled in budget session targeting organized cheating mafia. Past govt-era CGPSC scams prompted CBI probe still ongoing.

Proposed Penalties

Bill proposes severe punishments:

  • Students caught cheating: 1-5 years jail + up to ₹5 lakh fine

  • Organized crime/cheating gangs: 5-10 years jail + up to ₹1 crore fine

  • Repeat offenders: Life imprisonment

Criminalized Activities

  • Question paper leaks/conspiracies

  • OMR sheets/answer tampering

  • Exam center computer/network hacking

  • Fake websites for bogus exams

  • Fake appointment letters

  • Merit manipulation

Exam conducting agencies mandatory compliance. Aims to ensure recruitment transparency post past scandals.
