New Delhi, July 25, 2025 – Delhi Cabinet Minister Manjinder Singh Sirsa has written a letter to Aam Aadmi Party (AAP) National Convenor and former Delhi Chief Minister Arvind Kejriwal, raising serious allegations of corruption related to a major vehicle procurement scandal in Punjab. Sirsa claims that a significant misuse of public funds has occurred under the AAP-led state government.

Details of the Alleged Scam

In his letter, Sirsa alleged that the Punjab Police Department purchased 144 Toyota Hilux vehicles under the “Red Battalion Force” scheme. According to Sirsa, each vehicle was bought for ₹47 lakh, whereas in the open market, the same model is available for around ₹37 lakh after regular discounts offered to individual buyers.

He expressed shock over the government’s decision to buy the vehicles without availing of any standard discount, resulting in an inflated expenditure. Sirsa claims this has caused a direct loss of ₹14.5 crore to the state exchequer—an act he termed “a case of blatant and serious corruption.”

He also asserted that individuals from the Chief Minister’s Office were allegedly involved in the deal, suggesting that the irregularities go up to the highest levels of the Punjab administration.

Key Points from Sirsa’s Letter to Kejriwal

In his communication to Arvind Kejriwal, Sirsa wrote:

“As the National Head of a party that emerged from India’s largest anti-corruption movement, it is with deep anguish that I inform you of another appalling case of corruption under your party’s governance.”

He reminded Kejriwal that, as the leader of the party that governs Punjab, he bears full moral and political responsibility for this alleged scam. Sirsa warned that if immediate corrective action is not taken, and the matter escalates to central agencies like the Enforcement Directorate (ED), it should not be dismissed as a “political vendetta.”

Political Ramifications for AAP

This letter marks yet another corruption allegation against the AAP government in Punjab, which has already been under scrutiny for various governance-related controversies. Sirsa’s move could intensify political pressure on the party, especially ahead of upcoming elections and amid growing public concerns over transparency.
