Nitish Kumar Announces Domicile Policy for Teacher Recruitment in Bihar—To Be Implemented from TRE-4 Onward

Patna, August 4, 2025 — In a significant move ahead of upcoming elections, Chief Minister Nitish Kumar has announced that a domicile policy will be implemented in Bihar’s teacher recruitment process starting with TRE-4. He shared this information via a tweet on Monday, calling it part of his government’s ongoing efforts to strengthen the state’s education system.

The CM said that since his government came to power in November 2005, it has consistently worked to improve educational infrastructure and staffing. As part of that, a large number of teachers have been appointed, and now priority will be given to Bihar residents in future teacher recruitments.

The Education Department has been instructed to make necessary amendments in the recruitment rules so that the domicile criteria can be enforced. The new rules will apply starting from TRE-4 (2025) and continue into TRE-5 (2026). He also directed officials to conduct the STET exam before TRE-5, ensuring that new candidates will have the opportunity to qualify and participate.

This decision is expected to be a major electoral masterstroke, especially as teacher aspirants have been demanding a domicile policy for months. Protests had erupted earlier, with slogans like “No Domicile, No Vote” raised by aspiring candidates.

In addition to this policy, Nitish Kumar’s government recently announced other welfare measures such as:

  • A threefold increase in pension for elderly, widows, and persons with disabilities—now ₹1100/month.

  • 125 units of free electricity, extended not just to homeowners but also to tenants, pending proper registration.

  • The Bihar Cabinet has already approved the free electricity scheme, with implementation details expected soon.

With the fulfillment of the domicile demand and continued focus on welfare and education, Nitish Kumar’s government appears to be strategically positioning itself ahead of the 2025 assembly elections.
